# create_issue

Create a workspace issue based on an observation from an answer or report.

**Operation:** Write. The authenticated hosted connection determines the workspace.

This operation saves an issue and requires write access. Review the target, evidence, and proposed content before running it. Issues with the same observation target and action can be reused; existing Backlog-or-later and Closed issues are not overwritten.

| `observation_ref` | object | Yes | Reference to the supporting observation. |
| `observation_ref.type` | string | Required when parent is supplied | Reference type. Min characters: 1; Max characters: 100 |
| `observation_ref.id` | string | Required when parent is supplied | Resource ID returned by the corresponding list tool. Min characters: 1; Max characters: 500 |
| `observation_ref.label` | string / null | No | Display label for the reference. Max characters: 500 |
| `target_entity_ref` | object | Yes | Reference to the action target. |
| `target_entity_ref.type` | string | Required when parent is supplied | Reference type. `domain` / `brand` / `competitor` / `prompt` |
